After graduating from the U.S. Coast Guard Academy in 1985, James Donovan spent the next seven years at sea, assuming the command of a Coast Guard Cutter and leading more than 500 boardings of suspected drug-carrying vessels. In 1992, while holding several staff positions at the First Coast Guard District Boston, Commander Donovan attended the law school’s evening division. Upon graduation, Donovan became a Coast Guard law specialist, and in 2002 served as the Coast Guard liaison to the United Nations. Upon his retirement from the Coast Guard in 2007, he became a State Department attorney on the staff of the U.S. Ambassador to the United Nations.
